Steam
Summary
Steam is the working fluid of the reactor room: the reactor makes it, the steam nozzle vents it. It is the one mod fluid with no world form: there are no steam pools, no steam block, and you cannot scoop it into a bucket. It exists only inside tanks and pipes — wherever the room has pushed it.
That gives it its one rule of handling: steam cannot be set aside outside the network. Oil, diesel and fuel oil can be poured on the ground and picked up later; steam is either in a tank or gone.
Mini-example: put a portable tank against the room and run the steam along a pipe — a Vacuum Capsule can pull it out of the tank as well, but there is nothing that will pour it back into the world.

Progression
Arrives together with the reactor room — before it there is no steam in the game and nowhere to get any. Steam has no recipe and cannot have one: it is not an item, it is the contents of a tank. No machine in the mod other than the room accepts steam today — the fluid machines run on oil and its fractions.
