Summary
The Reinforced Steam Pipe is a Steam Pipe in a shielding-alloy jacket. It is needed in the same place as the Reinforced Fluid Pipe — inside a reactor room: a working reactor melts ordinary pipes in its room, but not the reinforced ones.
How the reactor's exhaust is laid out:
top of the column → inside — Reinforced Steam Pipe → Reactor Inlet → outside — ordinary Steam Pipe → Steam Nozzle
Like the ordinary steam pipe, it carries only steam and does not connect to fluid pipes — neither the ordinary nor the reinforced one. It does connect to the ordinary steam pipe and forms one line with it.

The protection is the # tag, the same one the reactor shell carries: what is made of shielding alloy, the reactor does not take.

The throughput is the same as the Reactor Inlet's and the ordinary steam pipe's — 50 mB/t per line.
Block properties
Same geometry as every pipe: a 4×4×4 core and an arm to each connected side. The body is the reactor casing's dark graphite, like the Reinforced Fluid Pipe's, but the ribs and the bands on the collars are brass rather than teal: you can see at a glance that it carries steam, not water.
Placed and mined with a pickaxe; hardness 1.5, blast resistance 12, metal sound.
Flowing fluid washes the pipe away, just like a vanilla torch or redstone: if water spreads into the pipe's cell, the pipe drops as an item, and lava destroys it without a drop. Do not run a pipe where water can spread — next to a pump's pool, for instance; wall the water off. This is about water and lava loose in the world: whatever flows inside the pipe does it no harm.

Yields 6 pipes, like the Reinforced Fluid Pipe. The recipe unlocks once you hold a steam pipe and both plates.
Old worlds
A Reinforced Fluid Pipe that carried steam in an old world turns into a Reinforced Steam Pipe by itself the first time the world loads after the update — the rule is the same as for the Steam Pipe.
