Summary
The Mob Repeller is a guard block: while it is wired to the grid and its field is on, hostile mobs flee the zone around it — the way a creeper runs from a cat — and cannot approach your base. Passive animals, villagers and players are untouched; neutral mobs (enderman, zombified piglin) are expelled only when already angry.
This is the first tier: an 8-block radius in every direction (a cube). The block upgrades — insert a full Soul Vessel into its slot and the repeller grows into the Medium Repeller with a 16-block radius.
Quick example: place a repeller by your door and run an LV cable from a Battery Box — at night creepers no longer hug the walls and skeletons stop sniping from the porch. You still need torches against spawns inside the zone: the field drives mobs out, it does not stop them from appearing.
Energy
A pure LV consumer. The field is an upkeep cost: while enabled it drains 8 EU/FE/t whether or not any mobs are near. Run out of energy and the field goes dark — mobs can approach again.

Field behaviour
Twice a second the block sweeps its zone and expels actively hostile mobs:

The zone is a 17×17×17 cube (radius 8 in every direction), matching the highlight dome.
Interface
Right-click opens the screen: energy level, the Soul Vessel slot and the dome button — it shows the zone boundary in the world to you personally (a translucent cube with a wireframe). Other players do not see your dome. The button is a toggle; the dome clears itself if the block is removed.
Any Soul Vessel fits the slot, even an empty one: the line under it says how many souls are still missing. Once 80 are in, the block consumes the vessel whole on the next tick and becomes a Medium Repeller, keeping its stored energy. Souls beyond the threshold burn with the vessel — don't overcharge it.
Redstone. A signal on the block (a lever, a button, a comparator) switches the field off: it goes dark and stops drawing power. Remove the signal and it runs again.
Block properties
A full machine-casing block with silver trim and a soul emitter on top. While working, the emitter glows teal (light level 14 — a torch).
