The slice is drawn from the ore's own generation numbers: the more ore blocks in a row, the higher the chance at that depth.
Summary
Palladium is the first and so far only material the mod puts in the Nether. The ore sits in small veins in the lower part of the dimension and needs a diamond pickaxe — one tier above uranium, which only asks for iron.
Mini-example: look for it at the same depths where you would dig for ancient debris, but keep your eyes open too: unlike debris, palladium shows up on a cave wall about half the time instead of always hiding inside solid rock.
There is no vanilla palladium, so the whole line is a mod addition. Processing is exactly the same as for the mod's other metals: the furnace gives an ingot, the Macerator doubles the yield, the Compressor makes a plate. High-tier consumers will come separately — just as with uranium, the ore reaches the world first and its uses follow later.

Where to find it
Only in the Nether — there is no palladium in the Overworld or the End. The ore generates in the lower third of the dimension, at roughly the same heights where people hunt ancient debris, and it hides in any of the three host rocks: netherrack, basalt and blackstone. Veins are small, a couple of blocks each.
Bring a diamond pickaxe or better: iron and anything below it drops nothing.
Block Properties
It behaves like a vanilla ore: the drop scales with Fortune, and Silk Touch yields the block itself. It also mines quickly — a diamond pickaxe clears a vein in seconds. There is no slow siege here of the kind ancient debris puts you through, and there never will be.
Explosives, however, will not get you palladium: its blast resistance to match ancient debris. A creeper, a ghast, TNT, a bed or a respawn anchor going off next to a vein in the Nether will tear through the netherrack, basalt and blackstone around it — the ore itself stays put. You cannot blow your way past the diamond pickaxe requirement, but a stray blast nearby will no longer wipe out your find either.
One caveat: this is immunity to explosions specifically. A wither smashing blocks with its body breaks palladium exactly the way it breaks ancient debris: that path is governed not by blast resistance but by a separate list of invulnerable blocks, and neither this ore nor debris is on it.

Recipes (processing)
Two routes out of one vein, as with the other metals.
Furnace route (no machines): smelt the raw (or the ore) into an ingot — 1 ingot per ore. Works in any furnace: vanilla, Iron Furnace or Electric Furnace. Macerator route (doubling): grind the ore block (or the raw) into 2 dust, then smelt each dust into an ingot — 2 ingots per ore. Smelting dust is a mod recipe available only in the Electric Furnace — neither the vanilla nor the Iron Furnace read it.
An ingot becomes a plate in the Compressor, or by hammering it with the forge hammer. Ingots and plates grind back into 1 dust (no doubling).
Progression
Palladium was added to the world before its consumers existed — exactly the order uranium followed: the ore lives in worldgen and accumulates in your chests first, the uses arrive in later phases. For now the chain closes on itself: ore → raw → dust → ingot → plate.
