Summary
Shielding alloy is the mod's fifth alloy and the only one that had a large consumer from day one: a whole reactor room is built out of it. The Alloy Smelter melts it from palladium and tempered iron — the mod's rarest metal and its cheapest one.
Mini-example: put one palladium ingot in any input slot of the smelter and three tempered iron in another. Seven and a half seconds later the output holds three shielding alloy ingots. Slot order does not matter.
Three ingots per operation is a record among the mod's alloys — the others give one or two. That is exactly why palladium, which used to be mined "for later", suddenly stretches far enough to build with: one ingot out of the Nether becomes three alloy ingots, and therefore three plates.

The alloy has no ore, a vanilla furnace will not make it, and there is no way back into dust — just like the mod's other alloys.

Four ingots in, three out — the smallest melting loss in the mod: bronze turns four into two, and the other three alloys turn theirs into one. Per ingot the shielding alloy is the cheapest as well: 400 EU/FE against bronze's 600 and 1200 for invar, cupronickel and electrum.
The smelter reads palladium through the conventional tag c:ingots/palladium, so palladium from another mod is taken just like the mod's own. Tempered iron, on the other hand, is accepted only as the mod's own item: it has no conventional tag, and no foreign ingot can stand in for it. Making it is easy though — it is a vanilla iron ingot smelted once more, one for one.
Rolling: plate and reinforced plate
The ingot crafts into nothing by itself: everything that builds a reactor room asks for plates.

The reinforced plate is the exception among the mod's reinforced plates. Every other alloy is happy with two of its own plates; this one also wants depleted uranium, the waste product of the nuclear chain. There are two ways to get it: it collects in the ash slot of the Incubator when a uranium ingot burns out there, or the Thermal Centrifuge spins a uranium ingot straight into two of it for 800 EU/FE.
The point of that price is that the reinforced plate goes into exactly two things in the whole room: the airlock door and the controller. That is not the mass of the wall, it is its handful of smart parts.

Read the table like this: the mass of the room is casing, and casing takes only two plates per eight blocks. What is expensive in a reactor room is not the walls but the door and the controller. The palladium estimate for a whole room lives in the reactor casing spec.
The fuel rod cladding is the one consumer that comes back: a spent rod returns it, so its plate is spent once for the reactor's entire service life rather than every cycle.
